Russia, India and other places have no tort law, so your settling is not protected.

New Zealand has very strict immigration laws, and requires you have substantial assets before you can just move there without the proper career commitments.

"Settle" implies a certain amount of security and perhaps services … as opposed to camping. You want roads, water, plumbing, etc.? The safety of police and fire protection? Perhaps Mexico or Guatemala. But, I sure wouldn't want to get in any legal trouble anywhere outside the USA, Canada, or the EU.
