A gross simplification. Genghis Khan knew nothing of government or even subjugating the conquered. All he know was destruction of civilization and slaughter–and then he'd leave. He did NOT conquer Afghanistan itself–his mounted warfare was suited for the open steppes, not rugged and mountainous country, and the country was too rural and too poor to make sacking and pillage worthwhile. True, he DID bring down the empire, but he stuck pretty much to what was worth doing. I also note that he is very dead and the muslims are still there.
