whether you have an irish or british passport, you will have to go to the uk mainland, as i believe there is no mongolian embassy or consulate in ireland.

British citizens must apply for a visa in advance at the Mongolian Embassy in London.
The visa application form may be filled out online and then presented in person to the consular section of the embassy which is opened Monday to Friday 10:00 to 12:30. In general the processing takes about 5 days. Same day processing is possible by paying an additional fee of £20, application by mail is no longer possible.
The Embassy is located at 7 Kensington Court, W8 5DL, London.
