According to what i have read,the motherland of the Turkish people 1st recorded in history or folklore is the Altai mountains.These mountains are not located in mainland Mongolia.Mongolia is the motherland of Mongolians,which are a separate ethnic group than Turkic.

Here is some information on the mountain ranges,they are a world heritage site to.

As for residency for a Turkish person in Mongolia,it would be very difficult indeed,actually it is impossible,as the Constitution of Mongolia stats that only a child of Mongolian nationality/ethnicity is a Mongolian.
