Is it possible to immigrate to Montenegro or Albania?

Reading on Montenegro and Albania and although these countries had turbulent histories, love to live there and if possible, get involved in the development of small business directly or through an NGO. I am a South African man, married to a Mongolian lady and have a daughter of 11 months. (Born in Mongolia) Currently, Ulaanbaatar, Mongolia, and I believe that the consular offices are closer to Moscow. Can I find that the governments of these countries are adverse to admit foreigners, whatever their good intentions. Where can I find out more by citizens or organizations located in Montenegro or Albania.

I think they'll welcome you very willingly, since usually people emigrate from those countries and try to come in our italy or in some other european country
