Yes, it's an independent state comprised of the Mongolian nation.
Oddly enough, they actually are a Nation State.

Mongolia became a member of the United Nations in 1961.
Mongolia has maintained diplomatic relations with the United States, and an embassy in Washington, D.C. since 1987.
