Ummm…. The only thing that comes up to mind with me from the words "Cartoon" "Character" "country" is Axis Powers Hetalia. Where the countries are literally personified into people.
idk about a country but way back when there was one called Hong Kong Fooey….Phooey….no, maybe Fooey was right. i know it's not a country, but ut's something.
