For the weather - late March, April or May would be the best. Not too cold, and yet before the main tourist rush.

My answer, no matter what the destination, is:
During the off season!
Summer, or July or August.
See the countryside, Mongolias nature is the most prisine in Asia.
You can also visit the Gobi Desert, or Lake Uvs or Hovsgol.
