Why do Mongolia calling card rates change overnight from 60min $5 card to a 12min $5 card?

It's an exchange rate of sorts. It's not the calling card company and it's not the country controlling the prices overnight.
If you use your calling card in the US, then you pay only a min for each call minute. However, when the US company you use has to connect to a foreign carrier, they want more money and the card company then charges you MINUTES accordingly. In some areas there is even a 'Connect' charge of 20 minutes.
It is the money, but they take it out in minutes.
There are special calling cards which you can buy out there specifically for certain countries. My mother has a cousin in Hungary and each phone call costs her $60. I can buy a calling card where each call only costs her $20. It's well worth it to do that and I get her one every few months.
