The main reason obviously is the weather. These climates can hinder crop growth, especially growth of a variety of foods needed for adequate nutrition. An example is lack of milk products.
Humans are the most productive in temperate weather. Climate is the major factor in both agriculture, industry and virtually all areas of the economy. Too much heat and rainfall can't compete with mild temperatures and moderate rainfall.
